In 1993 werd door de rijksoverheid besloten dat indien een ruimtelijke ingreep onvermijdelijk is vanwege zwaarwegend maatschappelijk belang, dit geen netto verlies aan natuurkwaliteit mag opleveren. Verloren en aangetaste natuurwaarden moeten elders worden gecompenseerd. De afgelopen acht jaar bleken er voldoende compensatiemogelijkheden door experimenteren en door de dynamiek in beleid en uitvoering. Anderzijds wordt hinder ondervonden door de beperkingen in het beleid: de doorwerking van het rijksbeleid vindt in elke provincie op een andere manier plaats. Groenloket Gelderland. Op het gebied van natuur, bos en landschap zijn in Gelderland veel organisaties actief. Beleidskader Faunabeheer. Brochure LNV: het Beleidskader gaat uit van twee belangrijke uitgangspunten. Enerzijds streeft het Beleidskader naar een duurzame staat van instandhouding van overwinterende ganzen en smienten als uitvloeisel van de internationale verantwoordelijkheid van Nederland voor beschermde soorten (Vogelrichtlijn). Anderzijds geeft het Beleidskader aan dat de omvang en toename van de schade als gevolg van overwinterende ganzen en smienten nu zodanig omvangrijk is, dat beheer noodzakelijk is. De provincie is hiervoor het bevoegd gezag. Locaties die van groot belang zijn voor het voortbestaan van een planten- of diersoortkunnen zo worden beschermd. Hierbij valt te denken aan een fort of bunker waar vleermuizen overwinteren, een dassenburcht, een plek waar orchidee‰n groeien of een muur met daarop beschermde planten. De aanwijzing tot beschermde leefomgeving maakt het mogelijk bepaalde handelingen te verbieden of strenge voorwaarden te stellen aan de handelingen die op die bewuste plaats de kwaliteit kunnen aantasten.
